Elie JOUEN (Deputy General Secretary)

Elie studied at both the "Ecole Normale de Rouen" and "Institut des Etudes Politiques de Paris", in France. Very early in his career he became involved with trade union responsibilities at both departmental and national levels and in 1978 he became National Secretary of the French education union FEN, known today as UNSA-Education.
In 1980, he became Assistant General Secretary of the International Trade Secretariat of Education (ITSE), then Deputy General Secretary. During the formation of Education International (EI) in 1993, he was appointed Deputy General Secretary, the position which he still holds.
Within this framework, Elie has organised and supervised many EI activities in Africa, Latin America, Asia and Central and Eastern Europe, and more specifically in the Education and Development Cooperation fields. He maintains close relationships with many intergovernmental organisations including the World Bank, ILO, WTO, OECD and UNESCO.
In December 2004, he was appointed Chair of the Executive Board for the Global Campaign for Education (GCE).
