New Zealand PSA

The Public Services Association (PSA) has led the campaign for equal pay in the public services since the 1970s. Since 1999 the PSA has campaigned for pay equity through the PSA agreement Partnership for Quality and in recent years has lobbied the government for action to close the gender pay gap. Activities have included a campaign document "It's Time: Pay and Employment Equity Agenda", and involvement in the government’s Taskforce on Pay and Employment Equity in public services, including health and education sectors. One outcome has been a government plan to close the gender pay gap and the establishment of a Pay and Employment Equity Unit which is using a pay and employment equity tool, which provides a framework for organisations to systematically collect, analyse, and respond to information relating to pay and employment equity. It is envisaged that unions will play a key role as partners in implementing these tools. In 2004 three pilot sites - the National Library, the Hutt District Health Board, and the Auckland University of Technology – were established to test the tool. Through the PSA’s Partnership for Quality agreement, the PSA and National Library formed a joint committee to work through the audit process within the Library. The PSA is working with other unions through the CTU to develop ideas on managing the ‘roll-out’ of the pay and employment equity action plan of action.
