Mark Bray is UNESCO Chair Professor in Comparative Education at the University of Hong Kong. Between 2006 and 2010, he was Director in Paris of UNESCO’s International Institute for Educational Planning (IIEP). He has led extensive cross-national research into the scale and implications of private supplementary tutoring (shadow education) in a wide range of countries.
