CEART 2006: invitation for contributions

As the ILO-UNESCO Committee of Experts on the Recommendations on Teachers (CEART) will meet in Geneva this October and EI will be presenting a report to the committee, EI invites all member organisations to contribute to the drafting of this report.

CEART is the Expert Committee on the 1966 ILO-UNESCO Recommendation on the Status of Teachers and the 1997 UNESCO Recommendation on the Status of Higher Education Personnel. CEART's task is to monitor the implementation of the two Recommendations. The committee meets every three years, but this year’s meeting will be particularly important as it will mark the 40th anniversary of the 1966 Recommendation. EI will celebrate the anniversary by organising a special series of events in Brussels on World Teachers’ Day, 5 October, when our Report will be officially released by EI's President, Thulas Nxesi. In its report, EI will focus on the following seven issues:

  1. Teacher shortage and the recruitment of unqualified teachers
  2. Teacher salaries
  3. Consultations with teacher organisations
  4. Academic freedom and tenure for teachers
  5. Collegiate governance
  6. Safe school environment and violence against teachers
  7. Private schools and institutions

The report will require concrete examples from countries showing which parts of the Recommendations are respected, and which are NOT respected. Please send your examples and supporting material directly to the two colleagues who will work on the EI report: Monique Fouilhoux (Education and Employment Coordinator) and Guntars Catlaks (Research Coordinator). In order for your contribution to be included in the report, it must be received by the EI Secretariat in Brussels by 15 May 2006 at the latest.
